Proposes a combined cooling, heating and power system with flexible heat-to-electric ratio composed of small-scale steam injected gas turbine, heat recovery steam boiler, gas boiler, steam double-effect absorption refrigerating machine and electric-driven compression type refrigerating machine. Based on the load of two typical buildings of office and hotel, compares the flexible heat-to-electric ratio cogeneration system with the traditional system from thermodynamic, economic and environmental protection performances. The results show that whether the cogeneration system applying small-scale steam injected gas turbine is adopted or not should be determined by the load characteristics; compared with the conventional system, the flexible heat-to-electric ratio system has less operation costs and better thermodynamic, economic and environmental protection performances; the reasonable selection of the flexible heat-to-electric ratio system could shorten the investment-increment payback period.
